The introduction of new and returns of old standards

Deputies and experts of the Committee of the Supreme Council on public associations, sports, information and youth policy conducted a major activity to improve the legislation regulating the activities of non-profit organizations, political orientation, funded from foreign sources. Parliamentarians consider that such NGOs before the activity must be registered as a foreign agent for inclusion in the appropriate register. There is a special procedure for control of their income and expenses. It is proposed to expand the circle of persons who are forbidden to donate cash and other assets to political parties. The procedure for the transfer of civilian donations was clarified. These and other amendments were proposed to the law "On Noncommercial Organizations", "On Public Associations" and "On state registration of legal entities and individual entrepreneurs in PMR", as well as to the Administrative Code, the Civil and Criminal Codes. At this point, we are discussing amendments to the initial version submitted to the package of documents. They will be recommended for adoption in the second reading.

Discussion of the new law-in-draft "On mass media" took place again. The document is presented in the appropriate committee for a year, but work on it does not move off the ground, as the author himself from meeting to meeting, he requested to postpone its consideration. At the initiative of representatives of relevant ministries the issue was removed from today's agenda. Argument - preparing another initiative, which presents the authors appropriate together with the law-in-draft "On Mass Media". The committee on public associations, sports, information and youth policy considers reasonable argument and again postponed consideration of the law-in-draft.

Positive opinion prepared by the Committee on the media to the initiative of its leader Vyacheslav Tobukh, providing for the expansion of the list of sources of official publication of the regulations. The Parliamentarian proposes to add it with official Internet portal of legal information. Colleagues deputies and representatives of the Government supported the idea. Using by the author of the name of the resource type, which is expected to post the information causes questions. The phrase "portal" seems inappropriate to many.

Attention should be paid to the presidential legislations, united by a common goal - to return libel to the legal field of the criminal responsibility. Criminal Code of PMR stood guard of honor and dignity of the individual, but in 2012 Pridnestrovie has taken the path of liberalization legislation moving assault on them to the rank of administrative offenses.
