Can a bachelor's degree graduate immediately enroll in a master's program? Or does first need to work for the required three years? How many years will a graduate who has completed both a bachelor’s program and a master’s program at the expense of the republican budget work? The final answer to these questions is intended to be given by amendments to the law “On Education”, which were developed by deputies of the relevant parliamentary Committee Igor Buga, Andrei Safonov and Pavel Shinkaryuk.
According to the authors, the reason for the development of the law-in-draft was the request of the rector of the Pridnestrovian State University for clarification of some provisions of the law “On Education”, which relate to the terms of compulsory service for graduates who studied at the expense of the republican budget.
As Chairman of the parliamentary Committee on Education, Public Associations and the Media Igor Buga noted in the process of preparing the clarification, it turned out that the current legislation does not have rules that clearly interpret the procedure and terms of compulsory service for public sector graduates.
Deputies of the Education Committee propose to include in the relevant law provisions that were previously recorded at the by-law level and in agreements that applicants entered into with educational institutions. Thus, public sector graduates who have successfully completed bachelor’s and specialist’s programs upon completion of their studies will have to work as assigned for 3 years. Graduates who have received higher medical education will work from 3 to 5 years.
Moreover, if a bachelor's degree graduate immediately entered a master's program, he will work for the required 3 years after receiving a master's degree. Amendments to the law stipulate that even if a graduate studied on a budget for both a bachelor’s and a master’s degree, the final period of compulsory service will still be 3 years. However, if a state-funded student entered a master’s program not immediately after graduating from a bachelor’s degree, but several years later, then after receiving a master’s degree, he will have to work as an assigned worker for 1 year.
The law will establish mandatory service for a period of 1 year for public sector graduates of primary vocational education organizations and 2 years for public sector graduates of secondary vocational education organizations.
The committee will recommend that the parliamentary corps adopt the law-in-draft in two readings at once at the next plenary meeting. If the law-in-draft is adopted in final reading, the new measures will come into force immediately after signing by the President and will apply to legal relations arising after June 1, 2024.
