Deputies Igor Buga, Andrey Safonov and Pavel Shinkaryuk propose to regulate at the legislative level the mechanism for transferring students of universities, technical schools and colleges from paid to budgetary education. New regulations will be spelled out in the Law "On Education" and in the Law "On Higher and Postgraduate Professional Education". The legislative initiative was discussed in the course of the meeting of the parliamentary Committee on Education, Public Associations and the Media.
Thus, the Law "On Education" will stipulate that students of primary, secondary and higher vocational education organizations have the right to switch from paid education to education at the expense of the republican budget on a competitive basis. Specific cases as well as a detailed procedure for such a transfer will be established by the Ministry of Education of the Pridnestrovian Moldavian Republic.
The relevant law will stipulate that a corresponding agreement on the provision of educational services at the expense of the republican budget will be concluded if a student is transferred from paid to budgetary education. This means that all relevant rights and obligations will apply to such a student, including the obligation to return the money spent by the budget on education, if expelled for poor performance or unwillingness to continue his studies. Such students will be required to work in their specialty after receiving a diploma. The period of such work is from 1 year to 3 years, depending on the category of graduates today. However, the period of mandatory work will be less - no more than half of the period established for students who study on the budget from the first year for students who transferred to the budget in the process of obtaining a specialty. The exact period of work will be specified in the Government Resolution "On approval of the Regulation on the procedure for the distribution and employment of persons who have mastered educational programs of primary, secondary higher vocational education or postgraduate vocational education – residency programs at the expense of the republican budget and have passed the state (final) certification". The legislative initiative to amend the law "On Education" and the law "On Higher and Postgraduate Professional Education" was supported by the relevant parliamentary Committee in the first reading. The draft laws will be presented to the deputy corps at one of the upcoming plenary sessions.
