The main parameters of the draft budget were presented by First Deputy Dmitry Nedelkov. According to him, the document, like in previous years, will preserve the social orientation. Most of the costs are for the payment of wages and pensions.
The main indicators of revenues of the consolidated budget are projected in the amount of 2 billion 432 million rubles. This figure is 1.7% higher than the target figures for 2017. 1 billion 629 million rubles of this - tax revenues, 73 million rubles - non-tax revenues. The revenues of the republican budget are 1 billion 597 million rubles.
The consolidated budget expenditures will amount to 4 billion 268 million rubles, that is, almost 10% less than planned for 2017. The projected budget deficit will be 1 billion 836 rubles. As the representative of the profile ministry explained, to cover the budget deficit, it is planned to send funds to a special gas account, as well as to raise funds for Russian aid.
As for the treasury of cities and districts, their incomes make up 835 million rubles, expenditures - 1 billion 188 rubles, the total deficit - 353 million. All districts are subsidized, but the growth of local incomes in comparison with 2017 is still observed.
The innovation of the next year's draft budget is the appearance of the trust fund for capital investments. The list of objects included in the fund - schools, kindergartens, hospitals.
After listening to the report of the Deputy Minister of Finance, the parliamentarians asked a number of exciting questions. In general, the committee agreed with the draft budget 2018. Proposals of parliamentarians will come in the form of amendments. In particular, the deputies intend to propose the government to find a way to increase the size of the minimum wage.
Another amendment, which the Committee will submit for consideration by the deputy corps, concerns allocating funds from the republican budget next year for opening a correspondent station of the First Pridnestrovian television channel in the city of Slobodzeya for more complete coverage of the life of the district and the city. With this request, the voters turned to the deputy of the Supreme Council Pavel Shinkaryuk.
The next stages of passing the document in the Supreme Council have already been indicated. The first reading is scheduled for November 29. After 2 weeks - the second reading of the law-in-draft. It is scheduled for December 13. The final third reading, within which state targeted programs will be considered, will be held December 19.
