Outsourcing, Political Parties and Missions

Комитет по образованию, науке, культуре, общественным объединениям, спорту, информационной и молодежной политике

02.03.2015

Members of the Committee on public associations, sports, information and youth policy discussed a number of relevant initiatives. Among them there is a law-in-draft, developed by Vyacheslav Tobukh and Klavdia Treskova, that involves making changes to the law "On Telecommunications". We are talking about outsourcing - the possibility of transferring rights to the processing of personal data to third parties (such as employees of the operator and persons from the side), which are endowed with adequate powers and functions on the basis of the assignment operator. The Committee will recommend to the deputies to adopt the initiative in the second reading with the received amendments. The law-in-draft "On political parties" was proposed for consideration of the plenary session with the same recommendations, which sets out the grounds and procedure for suspension of state registration of parties.

The deputies of the responsible committee did not support the proposal of the parliamentarian Oleg Khorzhan that establishes administrative responsibility for avoiding the leaders of religious organizations to register in government. The author considers it necessary to make appropriate amendments to the Administrative Code, introducing fines in the amount of 10 to 50 MW. Violation of the applicable laws and rules of the organization of religious meetings, processions and other ceremonies of worship and preaching, missionary activities should, in my opinion, be punished by a fine of 10 to 100 calculated levels for citizens and from 100 to 200 MW - for legal entities . Deputies of the Committee considered the adoption of the law-in-draft as presented inappropriate, the experts received a proposal to develop a new law-in-draft that would fully regulate all issues related to the missionary activity in the republic.
