The Land for the competition?

The prosecutor's office of the republic last year carried out a series of inspections on compliance by the authorities with land legislation. The special attention of the supervisory authority was directed to the fulfillment of the requirements of the law in the process of granting and registering rights to land plots 2013-2016, both in cities and in rural areas. Based on the results of the audit, Prosecutor Anatoly Guretsky developed a legislative initiative to amend certain norms of the Land Code. The law-in-draft was discussed during today's plenary session. As the author's official representative explained, the draft law provides for compulsory holding of competitive procedures in the allocation of land.

The legislative initiative of parliamentarians raised a number of questions. In particular, how the adoption of the law-in-draft will affect ordinary citizens, as well as agricultural producers. Is it necessary to hold a tender for the allocation of land, for example, for residential development? How will rights be transferred to the land when selling real estate? How to plan your activities for farmers? According to the head of the profile parliamentary committee Oleg Leontiev, similar questions were asked to the authors and in the process of preliminary consideration of the draft law.

The opinion on the law-in-draft was voiced by the parliament speaker Alexander Shcherba. He supposes that it is important not only the financial but also the social component that the state can also define as a condition for the use of land resources in the process of granting land for the contest.

Following the vote, the bill was passed in the first reading. Taking into account the made comments, the work on it will continue.
