To Protect Entrepreneurs

The legislative initiative of deputy Vadim Krasnoselsky to amend certain provisions of the Customs Code is intended to protect economic agents from unreasonable and unauthorized checks by the customs authorities, to eliminate the existing legal collision.

Law enforcement practice shows that the customs authorities have significant powers in conducting audits in respect of business entities, including various retail outlets. However, it should be noted that if a participant of foreign economic activity established by the legislation met the requirements, including customs payments, its products are considered to be released into free circulation in PMR and arrive at his full disposal. Moreover, they have the legal status of domestic goods.

The legislative's author Vadim Krasnoselsky proposes to consolidate the current legislation of reference rules, provides for the customs authorities of the respective control after release of goods and means of transport for free circulation in accordance with the law "On the order of conducting checks at the state control (supervision)".
