The initiative of Galina Antyufeeva and Vitaly Kalin is aimed at this. They propose to make an amendment to the law "On the right of citizens of the PMR to freedom of movement, choice of place of residence and residence within the republic", adopted in July 2017. The authors propose to determine the simplest procedure for registering persons without a specific place of residence. In particular, the law-in-draft proposes to establish that the registration of persons who do not have a place of residence and a place where they could register at the place of stay on the territory of the republic is carried out upon the application of this citizen for a period of three years. At the same time, it is proposed to consolidate the right of citizens for the subsequent repeated extension of this period.
In addition, the presence of registration at the place of residence or place of stay is associated with the provision of medical services, including the provision of free medicines, the possibility of educating children in preschool and general education organizations, the payment of benefits for burial of unemployed citizens, etc.
As Galina Antyufeeva explained, at present, the registration of persons without a specific place of residence for certain, so-called. social addresses are occupied by housing commissions under state administrations. The procedure is complex, requiring the provision of a number of documents. This does not solve the problem quickly. In addition, today such citizens are registered for a period of one year, without the right to renew the registration. The authors of the initiative propose to simplify as much as possible the procedure for registering persons without a fixed place of residence, to extend the registration period to three years and to delegate the authority to resolve these issues to the migration service.
The situation is acute in the capital. To date 225 people have been registered in Tiraspol, who do not have a permanent place of residence.
