A group of deputies - members of the committee on legislation - has initiated changes to the Code of Administrative Offenses. The basis for the development of the law-in-draft was the numerous appeals of citizens-drivers to the deputies of the Supreme Council. Voters indicate that the traffic department of the Ministry of Internal Affairs together with the bailiff service of the Ministry of Justice are conducting a special operation “Frontier”. Thus, the depurtment officers identify and prosecute drivers-debtors who failed to pay administrative fines on time.
Deputies proposed to improve the system of notification of offenses. In the opinion of the authors of the law-in-draft, it is necessary to serve the notice personally on receipt or fix the refusal of the offender to receive it.
As part of the discussion of the law-in-draft sounded suggestions from colleagues. According to the deputy Grigory Dyachenko, who supports the legislative initiative, traffic department officers can notify drivers of offenses committed by them. The proposal of the parliamentarian will be in the form of an amendment in the preparation of the document for the second reading. Deputies also raised the topic of notification of citizens via SMS.
