Lawmakers discussed a number of issues on the agendas of the upcoming plenary sessions. Amendments to the Criminal Code are included to the list. The initiative of the authors - members of the Committee on Legislation - is aimed at improving the norms of the Criminal Code of the Republic, providing for liability for violation of traffic rules. In particular, it is proposed to make a change in order to clarify the concept of "state of intoxication"; Article 260 of the Criminal Code of the PMR shall be supplemented with an additional qualifying circumstance - concealment from the crime scene. The law-in-draft was adopted in the first reading during plenary session on April 24 of the current year. The profile committee, having discussed the law-in-draft, recommended to submit it for consideration in the second reading.
Deputy Igor Buga presented for consideration amendments to the law “On State Youth Policy”. The law-in-draft was developed in connection with the need for the state to create additional conditions for the support and development of the youth of the republic.
At the youth gathering, which was held in April of this year, its participants suggested that it is necessary to legislate an increase in the age limit of youth. This request found its support from the President. The profile committee immediately developed a corresponding legislative initiative.
Members of the Committee on Public Associations, Sports, Information and Youth Policy initiated the introduction of amendments and changes to the laws “On protecting children from information harmful to their health and development”, “On information, information technologies and information protection”. The purpose of the first law-in-draft is to increase the level of protection of children from illegal information disseminated through the global Internet. Developers are invited to establish that information that is prohibited for dissemination among children is information that encourages harm to life and health or is aimed at encouraging or otherwise involving children in such actions. The law-in-draft on introducing amendments and addenda to the Law “On Information, Information Technologies and on Information Protection” proposes to include such information in the register prohibited for dissemination in the PMR. For information: in Russia, in 2018, similar rules were introduced by federal law.
Earlier, on April 26, 2017, amendments to the Criminal Code came into force, which introduced a new type of criminal responsibility for actions related to the inclination to suicide and assistance in committing suicide. These additions to the PMR Criminal Code were a response to events related to the passing away of adolescents who have fallen under the influence of "death groups".
