Alexander Korshunov noted in his speech that 2020 was not an easy year for everyone – for the state, for citizens, for entrepreneurs. This, of course, influenced the processes taking place in the economy, agriculture, health care, social policy and public life of the republic. The state has taken unprecedented measures to support business entities and ordinary citizens. It was necessary to quickly redistribute budget funds to carry out antiquated events. According to the Speaker of the Parliament, it was possible to get out of 2020 with minimal losses for the budget and keep it balanced in terms of socially protected items thanks to the consolidation of the efforts of all authorities.

Alexander Korshunov focused on some aspects of the Government's activities, on which there are comments. More than once the Supreme Council has proposed the practice of preliminary discussion of legislations requiring significant funding in the so-called "zero reading" regime. This issue of interaction between the Presidiums of the Supreme Council and the Government has not yet found its practical implementation.

The timely approval of the balances at the end of the financial year is also an urgent issue. The legislative initiative from the Government on the existing remnants of 2020 has not been submitted to the Supreme Council for consideration until now. This is the middle of the financial year.

Sphere of housing and communal services. Quite a lot of problems have accumulated here. It is impossible to ensure a satisfactory technical condition of the housing stock without proper financing of the industry. This directly depends on the timely and full payment of housing and communal services.

Arrears in payments for housing and utilities are growing. The debt is 200 million rubles, about 23 million of which have been recovered. This is only 11% of the total. One of the reasons for the increase in debt is poor work with debtors, including in court.
