The plenary session scheduled for July 17 will complete the work of the VII session of the sixth convocation of the Supreme Council. Tomorrow the deputies will have to discuss a large agenda containing more than 50 issues. Among them there are legislations considered today at the meeting of the Presidium of the Supreme Council and submitted for consideration of tomorrow’s meeting.
Legislators in the final reading will have to adopt amendments to the Constitution, Regulations of the Supreme Council and the PMR Electoral Code, presented as a legislative initiative by a large group of deputies. The purpose of amending the relevant documents is to reduce the expenditures of the consolidated budget, reduce a number of deputies, improve the scheme of forming constituencies, and reduce the number of cases of splitting rural settlements into two constituencies of deputies of the Supreme Council.
Deputies became the authors of the new law-in-draft “On Free Legal Aid in the Pridnestrovian Moldavian Republic”. Its purpose is to create conditions for the realization of the right of citizens to receive free qualified legal assistance. In this regard, it is proposed to establish the right of socially unprotected groups of the population to receive legal assistance free of charge within the framework of the state and non-state systems of legal assistance; create conditions for the development of the state system of free legal aid; to ensure the functioning of legal clinics (student advisory bureaus, student legal bureaus and others) and non-state legal aid centers. The document is submitted for consideration in the first reading.
Tomorrow the deputies will also consider a program for the purchase of equipment, specialized medical vehicles for health care institutions subordinated to the Ministry of Health. It will be approved as an annex to the law “On the republican budget for 2019”.
The state target program “Preservation of immovable objects of cultural heritage of the Pridnestrovian Moldavian Republic, requiring urgent repairs, for 2019–2021” is submitted for consideration in the second reading. The purpose of this law-in-draft is to preserve the immovable cultural heritage of Pridnestrovie, perpetuating the memory of those killed in the Great Patriotic War, the military events of 1992, and individual buildings related to the life and work of prominent government and military figures, as well as creating conditions for effective use and access of citizens to cultural values. The second reading was amended by the Government, providing for an increase in the number of cultural heritage sites in need of repair (from 25 to 30 sites). Thus, the total amount of funding will be 6 273.75 thousand rubles.
The plenary meeting will begin as usual at 10:00 on July 17. In the afternoon, at 14:00, the legislators will hear the Government report on the results of activities for 2018, then the informational hour of the executive will be held. Operational information on the execution of the republican budget and budgets of state extra-budgetary funds for the first half of this year will be presented to the deputies corps.
