The Lawmaking Plans

21.03.2017

Members of the Presidium discussed issues that will be on the agenda of the upcoming spring plenary sessions. The deputy corps in the second reading will consider the law-in-draft, which proposes to determine the order and basic principles of using the state flag of the Russian Federation on the territory of the republic as a symbol that emphasizes the commitment of our people to unite with Russia. In addition, it was proposed to introduce administrative responsibility for violation of the established order. Corresponding amendments to the Code of Administrative Offenses will be considered in the second reading. The profile committee, having discussed the initiatives, recommended adoption in the second, final reading and sent for signing and promulgation to the head of state.

The legislative plans include the discussion and adoption of the initiative of Galina Antyufeva, which proposes to make changes and additions to the Criminal Code. The author proposes to amend the Criminal Code with a new article establishing criminal liability for inciting suicide and facilitating the commission of suicide. The current version of the Criminal Code provides for responsibility only for "bringing to suicide" committed by threats, cruel treatment or systematic humiliation of the human dignity of the victim.

The victims of the so-called "death groups" were teenagers from Russia, Ukraine, Moldova, and our republic. In connection with the urgency of the problem and the need to respond to the situation, the Legislative Committee proposed the law-in-daft in two readings at once. Similar document is currently under consideration by the State Duma of the Russian Federation.

The deputy corps will have to consider a law-in-draft drafted by Deputy Aleksandr Korshunov. The author proposes to simplify the procedure for importing goods to create more favorable conditions for entities carrying out foreign economic activity. Corresponding amendments are planned to be introduced into the law "On Customs Tariff".

Alexander Korshunov proposes to make a number of amendments to the basic law "On road safety", which determines the order of installation of tinted windows on vehicles. Currently, according to the law, toning the front and side windows of a car is prohibited. However, most cars have such glasses from the manufacturer. Carrying out orders of voters-motorists, the deputy proposed to allow the tinting of the front and side windows. The author of the initiative supposes that the order of their installation should be approved by the Government and provided for a fixed fee for equipping the vehicle with tinted windows.

The regular sessions of the Supreme Council are scheduled for March 29 and April 12.
