Social policy and healthcare legislations were adopted in the final reading

New terms have appeared in the Law of the Pridnestrovian Moldavian Republic “On the Fundamentals of Protecting the Health of Citizens” – “telemedicine technologies” and “palliative medical care”. The corresponding changes and additions to the law, developed by the Government and supplemented by amendments from the relevant parliamentary Committee on Social Policy and Healthcare, were adopted by deputies of the Supreme Council in the second final reading.

Telemedicine technologies are information technologies that provide remote interaction between doctors among themselves or with patients. Thus, telemedicine allows doctors from around the world to conduct consultations via video conference and exchange knowledge necessary for the diagnosis, treatment and prevention of various diseases and injuries. Medical professionals can conduct online consultations and remotely monitor the health status of their patients with the help of telemedicine technologies.

Amendments to the second reading established at the proposal of the relevant parliamentary Committee the requirements for maintaining medical confidentiality when providing medical care when using telemedicine technologies and for compliance with Pridnestrovian legislation in the field of personal data.

Amendments by the Committee on Social Policy and Healthcare included in the law the concept and legal basis for the provision of palliative care – a set of measures carried out to improve the quality of life of terminally ill citizens and aimed at alleviating pain and other severe manifestations of the disease. This complex includes not only medical interventions and care, but also psychological assistance.

New norms in the Law of the Pridnestrovian Moldavian Republic “On the Fundamentals of Protecting the Health of Citizens”, after signing, will come into force on March 1, 2024.

Deputies adopted in the second final reading another law-in-draft of the PMR Government, which at the legislative level establishes mandatory investigation and recording of every occupational disease. Amendments and additions have been made to the PMR Law “On Labor Protection and Safety” and to the PMR Labor Code. Only industrial accidents were subject to mandatory investigation and recording previously.

The Labor Code established the legal basis for investigating and recording occupational diseases, as well as the responsibilities of the employer in the event of occupational diseases among its employees.

Amendments and additions to the laws adopted in the course of the plenary session were sent to the President for signature. The new standards will come into force on April 1, 2024. The Government of the Pridnestrovian Moldavian Republic will develop a by-law by this time that will approve a detailed procedure for investigating and recording occupational diseases, as well as the forms of documents necessary for their investigation.
