Legislation on the mass media

Deputy corps discussed initiatives related to media activities. The package of legislations in the second reading, regulating the foundation of public media, the appointment of editors, placing media products prepared by the press service of the state authorities. Supported by the new law-in-draft, which prescribed the procedure for the lighting of public authorities. Necessary amendments and addendum made to the law "On mass media", as well as the laws "On the Rules of the Supreme Council of PMR", "On the Prosecutor's Office of PMR" and "On the judicial system of PMR".

Despite the opposition of representatives of the civil service with some provisions of the law-in-draft, reasoned arguments on their side was not provided.

Adopted  today the initiative of profile committee deputies Igor Buga and Sergei Khankevich has direct relevance to the activities of mass media  that affects the sphere of labor payment. Colleagues at the deputies supported the proposal to change their approach to the creation and distribution of honorarium Fund. According to legislators, the right to receive royalties have exceptionally creative workers. Therefore, a special fund should be formed at the rate of 50% of the wage fund determined by the actual number of journalists, that is an administrative unit under the effect of these rules. Appropriate changes will be made to the law "On the payment of workers of budgetary sphere and monetary contentment of military men and the persons equal to them on conditions of payment of monetary contentment".

Taking into account the need to work out some issues, for example, with a list of posts that are subject to regulations relating to the distribution of honorarium Fund, parliamentarians decided to stay in the second reading mode. The final stage of discussion of the law-in-draft will take place at the next plenary session.
