The legislative mechanism of public opinion research

The Supreme Council supported the proposal of the head of the Committee on Regional Policy Oleg Vasilaty regarding appearing the Law "On the public hearing" to the legal environment of the Republic. The Deputy insisted that the legislative mechanism of public opinion research is necessary. In his opinion, it is important to give citizens the opportunity to participate in the discussion of issues of wide public resonance. This involves determining the state policy priorities and budget spending, town planning decisions and issues that are expected to require submission to a referendum. The author citing specific examples in the explanatory memorandum focuses on those occurring problems as cutting green spaces, demolition of buildings, the Faculty of Medicine in the capital and a number of social facilities in Bendery, the closure of educational institutions, the introduction of new rules of the road, providing, for example, the compulsory insurance civil liability, driving with dipped headlights, a new procedure for the use of tires in winter. It is supposed to identify cases where a hearing is required. One of them - is collected in support of more than 1,000 signatures.

The proposed law-in-draft contains 11 articles that include basic concepts, wording submitted for discussion, order initiation and organization of the hearings and the formation of their results.

On the recommendation of the responsible committee the initiative was adopted in the first reading, taking into account the available comments and suggestions, which will be presented in the form of amendments for the second reading.
