Legislative measures for the development of green energy in Pridnestrovie

19.03.2025

The Supreme Council of the Pridnestrovian Moldavian Republic adopted in the final reading amendments to a package of laws that will create conditions in Pridnestrovie for the start of investment projects for the generation of electric and thermal energy from renewable sources today. The republic became convinced that it was time to develop green energy with the onset of the energy crisis, when the country no longer had enough generated electricity.

The package of government initiatives supported by the parliament in the final reading amends the laws "On state support for investment activities", "On taxes on the income of organizations", "On land fees" and the Customs Code of the Pridnestrovian Moldavian Republic.

The adopted amendments to the laws establish a number of benefits and preferences for enterprises and organizations that will build solar power plants and sell surplus electricity to the general grid:

- the activity of producing electric power products from renewable energy sources is recognized as a priority type of activity;

- legal entities that build a station with generating equipment, produce and sell electric energy produced from renewable energy sources are exempt from paying corporate income tax for a period of 5 (five) years from the first day of the month in which revenue from the sale of electricity was first received, in part of this revenue;

- legal entities that are the owners of generating equipment (installations) and sell electric energy produced from renewable energy sources are exempt from paying land tax in respect of land plots provided for use (including lease) for the purpose of placing this equipment, for a period of 5 (five) years from the first day of the month in which installations for generating electricity from renewable energy sources are put into operation;

- a special customs procedure will be applied to equipment producing electric and thermal energy from renewable energy sources and (or) using solid fuel.

It is assumed that solar energy will help compensate for the deficit of electricity generated on gas, both for the population and for industrial enterprises. The adopted amendments to the legislation will help attract even more investors for the development of green energy in Pridnestrovie.

The amendments to the laws "On state support for investment activities", "On taxes on the income of organizations", "On land fees" adopted in the final reading will enter into force after signing by the President of the Pridnestrovian Moldavian Republic, amendments to the Customs Code of the Pridnestrovian Moldavian Republic – 30 days after signing by the President.
