Deputies Alexander Korshunov and Viktor Guzun initiated amendments to the new law "On state measures aimed at minimizing the negative impact in connection with the introduction of a state of emergency in the economy associated with the reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic". The law-in-draft was developed with the aim of protecting socially vulnerable groups of citizens of Pridnestrovie in connection with the cessation of natural gas supplies to the republic. The document was considered in the course of the meeting of the Committee on Economic Policy, Budget and Finance the day before. The legislative initiative was adopted by the deputy corps in two readings in the course of the 2nd Extraordinary meeting of the autumn session of the Supreme Council on January 10.
Gas supply to private homes in cities, villages and towns has been cut off since January. People can neither cook nor heat their homes if they have electric or gas boilers installed for heating. Some have stoves in their homes, while others are installing solid fuel boilers. The issue of providing the population with solid fuel – firewood has become urgent. Forestry departments and state administrations of cities and districts are engaged in this, citizens can collect deadwood on their own. According to the law, only those who do not have electric or gas boilers in their homes can purchase firewood at a discounted price. Those who have been left without gas since January 1 and cannot heat their home because they have a gas boiler installed in their home are deprived of the opportunity to use this benefit even if the citizen belongs to the category that enjoys benefits for paying for utilities.
The PMR citizens who have the right to a benefit for the payment of utilities and live in houses where electric or gas boilers are installed for heating are granted a benefit for the provision of solid fuel at a preferential price in the amount of the benefit provided by law for utilities, in the manner and within the limits of the norms approved by the Government of the PMR after the adoption in two readings of amendments to the law on state measures during the period of the state of emergency in the economy and signing by the President from January 1, 2025 until the end of the period of the state of emergency in the economy regime.
The procedure, conditions and standards for the issuance of firewood are established by a regulatory act of the Government of the Pridnestrovian Moldavian Republic.
