The Budget Law 2024 signed

29.12.2023

The PMR President signed on December 28 the law on the budget for 2024, which deputies adopted at one of the last plenary meetings, held on December 20. Budget 2024 is traditionally balanced and socially oriented. There are the main provisions of the country's main financial document.

The Capital Investment Fund has planned 217.3 million rubles. All funds will be used to complete projects already started. Leaving “long-term construction” is unacceptable, they consider in Parliament, and the President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky agrees with them. The road fund will receive 319.2 million rubles in 2024. In addition to spending funds on the repair and maintenance of highways, as well as their lighting, a reserve has been formed from the income of the Road Fund, the decision on the directions of spending of which will be made in 2024. The Entrepreneurship Development Fund has planned 23.7 million rubles, part of which will go to events to finance the business school of the Chamber of Commerce and Industry of the Pridnestrovian Moldavian Republic and “Buy Pridnestrovian!”. The main costs of organizing and holding successful fairs of Pridnestrovian producers will still fall on local budgets. They already have similar experience, noted Minister of Economic Development Sergei Obolonik in the course of one of the meetings of the relevant Committee on Economic Policy and Budget. The state will continue to subsidize part of the interest rates on preferential loans provided to organizations in priority industries within the framework of the Entrepreneurship Development Fund.

Funds are planned for the Youth Support Fund as well – 10.5 million rubles, the Agriculture Support Fund – 21.9 million rubles and the Land Reclamation Complex Development Fund – 46 million rubles. The state will continue to pay subsidies for milk to agricultural producers, and subsidizing the costs of purchasing pedigree cattle will also continue from the Agricultural Support Fund.

Despite the general reduction in government spending due to negative external factors affecting the economy of Pridnestrovie as a whole, some social support measures were not only maintained, but also increased. Thus, the state will allocate about 38 million rubles for the treatment of Pridnestrovians abroad in 2024. The speaker of Parliament recalled that when this program was just starting to work in the republic in 2017, the state allocated about 3 million rubles for these purposes (7.5 million in 2018).

State expenditures have been increased in another socially significant area. More than 19 million rubles will be allocated from the republican treasury for the purchase of housing for orphans and children without parental care in 2024. The number of apartments (61 in total) that must be purchased for this category was prescribed in the 2024 budget law for the first time this year.

City councils will begin work on local budget projects after the New Year. Local authorities traditionally accept them until the end of February.
