State support for large families
According to the adopted amendments, school supplies are provided annually for each student from large families. Families with 10 or more children are exempt from utility bills.
Families with many children including stepchildren are given the opportunity to receive the benefits due in a simplified manner. The mechanism for collecting various certificates and documents in the courts has been excluded.
The right to free vouchers for all children of large families has been established, regardless of the parents' employment. At the same time, the limits of the funds allocated in the republican budget must be taken into account.
The Law for families of young professionals
Financial support is provided for the purchase of housing by young families. State subsidies can be received by families with doctors, teachers, officers of the PMR Armed Forces, local militia inspectors, certified employees of the penal system of the Ministry of Justice. They have the right to receive family support in the first 5 years after marriage, and in the case of the birth of children - without limiting the duration of the marriage. Moreover, one of the spouses must be less than 35 years old. Subsidies are also provided for single-parent families. Such assistance from the state is free of charge and is tax-free.
Support for orphans
The Supreme Council of the VI convocation approved the state target program for providing living quarters for orphans and children left without parental care. The state will acquire for this category of Pridnestrovians not only apartments, but also residential buildings. You must send an application to the state administration to do this. The program has been operating since 2018 and will last until 2027.
Provided social protection to orphans and children left without parental care, who entered state military educational institutions. In connection with the termination of the payment of pensions for the loss of the breadwinner, a monthly allowance for household needs in the amount of 50 RU minimum wages was established. This allowance is paid to cadets of the I and II courses, since cadets of the III and IV courses receive a monetary allowance in the amount of more than 50 RU minimum wages.
The Laws in the field of motherhood and childhood
The monthly allowance for caring for a child until he reaches the age of one and a half years for non-working or non-studying Pridnestrovians, as well as those studying in correspondence form in vocational education organizations, has been increased from 35 to 80 MW. This benefit applies to mothers or fathers, guardians who actually take care of the child.
Women entrepreneurs will receive maternity benefits from 2022 when they go on maternity leave. Prior to the adoption of the legislative amendments, only employees of the budgetary and commercial spheres were entitled to such payments.
The consumption of tobacco and tobacco products by minors, evaporative mixtures, the use of devices simulating tobacco smoking (hookahs, vapes, electronic cigarettes) are limited at the legislative level. Administrative responsibility is introduced for its consumption by minors. Advertising of such evaporative mixtures and devices that simulate tobacco smoking is prohibited. The sale of mixtures containing nicotine is now banned.
Protecting the interests of employees
The conditions giving the right to a labor pension have been changed. The fact of payment by organizations of insurance contributions to the Unified State Social Insurance Fund has been replaced with the fact of their withholding from payments accrued to employees. Amendments to the Law of the PMR "On state pension provision of citizens in the PMR" were due to the fact that in practice there were cases when an insurance premium was deducted from employees, but it was not received by the EGFSS. Thus, the citizens could not confirm their work experience. Now the length of service is confirmed by the fact of deduction of the amount of insurance premiums from the employee's salary.
The social protection of management and teaching staff of educational organizations for orphans and children left without parental care has been increased. A monthly bonus for the qualification category is established on an equal basis with the management and teaching staff of organizations of primary vocational and secondary vocational education for them.
Amendments have been made to the Labor Code, establishing that parental leave is counted in the general and continuous work experience, as well as in the work experience in the specialty. The exception is cases of granting a pension due to special working conditions and for length of service.
Changes have been made to the law "On employment of the population". Purpose - creation and implementation of the state information system "Bank of vacancies and resumes of job seekers in the Pridnestrovian Moldavian Republic". It will contain information about job opportunities, employers in need of workers, availability of vacancies, citizens looking for work.
Changes have been adopted to ensure timely payment of sick leave benefits to microenterprise workers. Funds will be sent directly from the Unified Social Insurance Fund to the employee's bank card from 2021.
