Strongly expressed social focus

Having assumed the duties of the President, Vadim Krasnoselsky held a number of meetings with representatives of public organizations uniting in their ranks the defenders of the PMR, the soldiers-internationalists, the liquidators of the Chernobyl nuclear power plant accident. They made many requests in its course. One of them consisted in granting them privileges on import customs duty at import of vehicles. For some categories (disabled), having a car is a vital necessity.

During the spring session, the deputies of the Supreme Council, at the suggestion of the President, made a legislative decision to release participants in military operations to defend Pridnestrovie, the "Afghans" and "Chernobyl victims" from paying a customs tariff when importing vehicles for personal needs. However, at the same time for a period of three years they were limited in their sale, leasing and even the right to transfer control of vehicles to other persons.

Members of veteran public organizations, primarily disabled people, began to receive complaints from the legislature. Many of them are not able to drive independently. It turns out that having the right to preferential import of purchased vehicles, a person cannot drive physically. At the same time, he cannot give the right to drive a car even to people who care about him. According to the State Customs Committee of the Republic, 60 people have used the right to preferential import of vehicles.

Reacting to numerous appeals to the Supreme Council, Deputy Galina Antyufeeva prepared a legislative initiative designed to change the current norms of the Law "On Customs Tariff". It is supposed to transfer the right to drive to close relatives.

The head of the profile parliamentary committee for the development of entrepreneurship and industry Viktor Guzun drew attention to the strongly expressed social focus of the initiative. He supposes that the deputies should support this important and necessary initiative, because the state is obliged to take care of those who risked health and life in order for it to exist.

People's deputies adopted a legislative initiative that amends the law "On Customs Tariff", at once in two readings. The list of closest relatives amended by the amendments is limited to the spouse and children.

The provisions of the law "On Amending the PMR Law "On Customs Tariff "after the entry into force will be valid until December 31, 2017. Since the new year in connection with the elimination of customs duties, this same rule will be transferred to the law "On Excises". The relevant law-in-draft has already been prepared for consideration. The document passed the procedure of the first reading in the parliamentary committee on legislation.

The plenary session ended with planning. The head of the parliamentary committee for economic policy, budget and finance Alexander Korshunov had a speech.

 

The head of the legislative body Alexander Shcherba reminded the deputies that each committee is obliged to give an opinion on the draft of the main financial document of the next year.
