The President endorsed laws previously adopted by parliamentarians. A number of them have already come into effect, the norms of some will be applied from next year.

The next amendments to the Land Code establish: the state will have the right to terminate the right to long-term use and lease of agricultural land in the event that the land user fails to comply with phytosanitary standards. This, in particular, means the absence of a real fight against such a quarantine weed as ambrosia. This decision assumes that a tenant is obliged to ensure the targeted use of arable land, improve soil fertility and fight quarantine weeds. Before removing the land from a negligent user, the authorized bodies must first warn him, and then, in the event of non-compliance with the prescription, impose penalties.

The President gives one of the signed laws to the Supreme Council on determining the amount of rent for the state forest fund of the republic, which is used to carry out activities in the sphere of hunting on the basis of hunting agreements.

The President signed the law “On Amendments and Addenda to the Law “On Additional Measures to Stabilize the Economy of the PMR ”adopted by the Supreme Council. One of its aspects is the possibility of granting deferred tax and other payments to budgets of all levels for state and municipal enterprises for a period of up to five years.

For the period from January 1 to December 31, 2019, the same legislation for health care and social security organizations related to sanatorium-resort institutions will be taxed at the rate established by this law, taking into account the coefficient 0.4 . It will be possible to take advantage of this benefit if, after the formation of mandatory reserve funds established by current legislation, the net profit in 2019 of at least 95% will be reinvested in the construction and repair of buildings and structures, the acquisition and modernization of equipment.

The President endorsed amendments to the law “On the status of military personnel”. The legislative initiative was supported by parliamentarians in a plenary session on October 24 in two readings at once. Since last year, there has been a legal provision giving the right to provide study leave for the time of the winter session to those who perform military service and study at a university in part-time or evening form. Now, during the period of military service, the right to surrender intermediate certification is additionally granted during the summer session.
