The Time of Half Measures passed

The Parliamentary Committee on the development of small and medium-sized businesses and industry has been talking over a year about the necessity for comprehensive reform of the sphere of individual entrepreneurship. Moreover, legislators not limit themselves to talk about the feasibility of change, make practical steps in this direction, developed and adopted in the first reading a package of nearly ten related initiatives. The absence of a formal opinion of the Government prevented the further advancement. Despite the fact that members of the executive participated in the work on these documents and their views were taken into account when making certain decisions, the final verdict on the government's reform package of documents had been received. Legislations involving the use of local measures, many of which are clearly contrary to the concept proposed by the Committee appear consistently. Another proposal of the Government – was to carry the most successful entrepreneurs (annual income exceeds 365,000 MW) to payers of income tax on individuals.

Responsible Committee, without disputing the necessity for special approach to the various categories of individual entrepreneurs opposed the half-measures, taken out of context. Deputies said that the current system is not clear, for example, the mechanism of income.

As the result, the deputies took decision to reject the initiative to amend the law “On Income Tax on Individuals”.
