The Issues that require Balanced Decision

Among the draft legislations, submitted for today's plenary meeting, there are four constitutional. Initiatives, proposed by a group of deputies, called to keep the unity of the judiciary. We are talking in the law-in-draft about the fact that the judges of the Constitutional Court set a limit 58 years of age for appointment. However, this limitation is not provided for the courts and the Court of Arbitration. Law limited age for tenure is 65 years. However, as noted at the meeting by one of the authors, Deputy Galina Antyufeeva, there is no requirement for the age limit in the Russian legislation for appointment as judges of the Constitutional Court is limited by the age of tenure - 70 years. Members of the parliamentary faction decided to support the initiative in the first reading, require amending the Constitution, the Constitutional Law "On the judicial system in PMR", "On the Status of Judges in PMR", "On the Constitutional Court of PMR".

The agenda of the plenary session also included consideration of the law-in-draft "On additional measures to stabilize the economy of PMR" in the second reading. Let’s remember, its authors Peter Pasat and Alexander Korshunov propose in the initiative the anti-crisis measures to improve the socio-economic situation in the republic. Deputies will consider proposals from the presidential anti-crisis law-in-draft, which has not previously received the required number of votes as the amendments to the document. Roundtables, past at the site of the Supreme Council, with participation of leaders of major industrial enterprises, small and medium-sized businesses focused on the search for ways out of the crisis. A proposal was announced at the meeting of the faction that received in the course of the round tables on economic agents' proposals take the form of legislations. Thus, the Parliament will continue to develop measures to improve the current situation in the republic.

Deputies talked about the initiative of Deputy Alexander Korshunov on making amendments to the law "On taxes on income of organizations" Continuing the theme of development of anti-crisis measures. The author proposes to reduce the tax burden on the loss-making organization for the period from 2015 to 2016, which in the structure of revenues from sales Revenues from sales of own products is over 70%. Members of the faction supported the view of colleagues.

Consideration of the law-in-draft of the President, who proposed to abolish statute of limitations for such a serious crime as murder, with giving law retroactive to January 1, 1993 was planned in the first reading at the plenary session. Deputies noted at the meeting that to make an informed decision on the initiative of the necessity to get the results of legal expertise by Russian colleagues. It was also noted that the legislation of the Russian Federation, as well as international law does not provide for the principle of giving the law retroactive.

At the meeting of the faction they spoke about the need to adopt the draft resolution of the Supreme Council concerning the staffing of employees of city and district councils of people's deputies of PMR for 2016. Deputies also drew attention to the importance of the parliamentary draft decree "On approval of the scheme of education and boundaries of electoral districts for the election of deputies of the Supreme Council of the sixth convocation of PMR" before leaving legislators on vacation.
