Deregistration question

15.05.2019

In the second reading, the parliamentarians considered law-in-draft improving the norms of the law “On the right of citizens of the Pridnestrovian Moldavian Republic to freedom of movement, choice of place of stay and residence within the Pridnestrovian Moldavian Republic”. It was proposed by a group of deputies of the Committee on Legislation. The parliamentarians suggested clarifying and supplementing the list of the grounds allowing the registering authority to deregister the citizen at the place of stay. Such grounds include registration at the place of residence in the republic on the basis of relevant application, changing the place of stay, recognition of citizen as missing or deceased, eviction based on a court decision, or finding false information that served as the basis for registration.

The profile committee prepared a number of amendments. One of them concerns the possibility to limit the period of registration at the place of stay to five years for those who are not the owner or tenant of housing (spouse) or a close relative, as well as for those who live together with the employer (his family members). In this case, it is possible to repeatedly extend the registration period.

Proposal to give the right to the owner of the property to contact the registering authorities to remove the resident from the registration at the place of stay if he does not live at this address was discussed in the course of the meeting. However, the proposal did not find support from colleagues.

At the end of the discussion, the law-in-draft was adopted in the second reading.
