Amendments to the Constitution and the Law "On the Rules of the Supreme Council ", prepared for the second reading were discussed during the plenary session. It was about the legislations submitted to the President in the regime of legislative necessity. Most of the deputies were in favor of maintain for the President of such a possibility, but taking into account the fact that the timing of the consideration of the Supreme Council of "regime" documents will be agreed with the legislative authority. At the same time, according to deputies the consideration of the other legislations should not be suspended. Representatives of legislative and executive branches of government achieved such a compromise under the legislation committee meetings.
Initially, a group of deputies proposed to exclude the possibility of sending the president legislation in RZN to ensure the principles of continuity of the legislative process.

After discussion, 37 deputies voted for the adoption of amendments to the Constitution, taking into account the amendments. The document is sent to the relevant committee to prepare for the third reading. The work on amending the law "On the Rules of the Supreme Council" will continue in the second reading mode.
