Drivers will not need to present a paper MTPL policy during inspection

25.09.2024

A paper MTPL policy no longer needs to be stored and presented to law enforcement officers. Traffic police officers will be able to check the presence of a completed MTPL policy using the automated information system for compulsory insurance.

The Supreme Council adopted amendments to the laws regulating compulsory motor third-party liability insurance (MTPL) in Pridnestrovie in two readings today. Amendments to the law "On compulsory motor third-party liability insurance" and to the Code of Administrative Offenses were initiated by Supreme Council deputy Yuri Kucherenko. The author proposed making life easier for drivers by eliminating the need to store and present a paper MTPL policy to law enforcement officers.

Drivers were required to have an insurance policy with them and provide it for inspection at the request of law enforcement officers according to the current legislation previously. The driver faced administrative liability in case of paper policy absence. There is no such obligation now; the presence of a policy will be checked through the automated information system of the Association of Motor Insurers, which will allow employees of the internal affairs agencies to quickly obtain the necessary information without the participation of the driver. The law-in-draft provides for changes aimed at combating unfair practices among road users. This is about preventing cases when the perpetrators of road accidents in particular, in order to avoid liability, issue an OSAGO policy immediately after the accident on the current day. If the policy is issued as an electronic document at present, the insurance coverage will begin to operate only three hours after the payment of the insurance premium, which eliminates the possibility of abuse. These changes are aimed at simplifying procedures for law-abiding citizens, as well as strengthening measures against fraud in the insurance sector. The law-in-draft will come into force on the day of signing by the PMR President.
