Amendments have been made to the Housing Code

Deputies of the Supreme Council Igor Buga and Pavel Shinkaryuk proposed to clarify Article 71 of the Housing Code of the Pridnestrovian Moldavian Republic, which prescribes the norm for providing residential space under a social tenancy agreement. The law-in-draft was considered at a plenary session of the Supreme Council. Co-author Igor Buga, who heads the Education Committee, explained that the reason for developing the law-in-draft was the problems that arose during the implementation of the state program for the acquisition of housing for orphans. Meeting was held at the Committee site with the participation of representatives of the Ministry of Social Protection and state administrations in this regard. According to the Housing Code, the standard for providing residential premises under a social tenancy agreement is no less than 18 square meters of total housing area per member of a family of three or more people, 42 square meters for a family of two, and 33 square meters for a single citizen. However, the figures "42" and "33" are interpreted by executive bodies in such a way that it is impossible to provide housing larger than the indicated square footage. Therefore, Supreme Council deputies Igor Buga and Pavel Shinkaryuk proposed to clarify the standard by adding the wording "no less than". The deputy corps agreed with this adjustment to the norms of the Housing Code. The law-in-draft was adopted in two readings at once. Pavel Shinkaryuk is a deputy for constituency No. 21 "Slobodzeya". He noted that there are houses whose square footage can be as much as 60 square meters in the Slobodzeya district. Accordingly, local executors could not purchase housing for orphans in the district due to the inaccuracy of the wording. 11 apartments or houses have been currently purchased for orphans in the Slobodzeya district, and 6 contracts are at the approval stage, according to Pavel Shinkaryuk.

After the signing of the adopted law-in-draft by the President, paragraph 2 of Article 71 of the Housing Code of the PMR will establish that the standard for providing residential premises under a social rental agreement is:

a) no less than 18 square meters of total housing area per member of a family consisting of three or more people;

b) no less than 42 square meters – for a family of two;

c) no less than 33 square meters – for a single citizen.

The clarified standard will speed up the implementation of the state program for the acquisition of housing for orphans in the future in terms of the timely development of funds allocated under the state program for the relevant financial year.
