Deputies of the Supreme Council Galina Antyufeeva, Valery Babchinetsky, Oleg Belyakov, Victor Guzun, Gregory Dyachenko, Vitaly Kalin, Vadim Krasnoselsky and Oleg Petrik developed new draft laws "On the order of entry in PMR and exit from PMR", "On Legal Status of Foreign Citizens and Persons stateless in Pridnestrovie", "On migration Registration of foreign citizens and stateless persons in PMR ","On the right of PMR citizens to freedom of movement, choice of place of residence within PMR".

The package of legislative initiatives designed to settle legal relations arising in the area of ​​migration between public authorities and foreign citizens, stateless persons and citizens of PMR. Today, the relationship governed by bylaws, some of which are classified as "for official use only". According to the authors of the law-in-draft, the existing realities do not fully comply with the Constitution norms. The main law of the state says that the restriction of the rights and freedoms of man and citizen shall be allowed only in cases established by law, in the interests of national security, public order, and protection of morality, health, rights and freedoms of others. The Constitution also establishes the illegality of the use of any unpublished officially to the public of regulatory legal acts concerning the rights, freedoms, human and civil duties.

Parliamentary initiatives designed on the basis of Russian law, but taking into account the peculiarities of our republic - its status, size of territory, population, citizenship multiplicity.
