He was born in 1938 in the village Slobodzeya (MASSR, a part of the Ukrainian Soviet Socialist Republic) in a family of peasants. He is a hereditary farmer. He began to learn foundations of the profession at the Chisinau School of winemaking and viticulture, after which he worked as a foreman in vine sovhoz of Rostov region.
In 1960, he enrolled in the Kishinev agricultural institute. Specialty - agronomist. Study combined with work. Upon graduation he worked as an agronomist, secretary of the Party Committee of educational facilities Criuleni district. Since 1968 - deputy head of the district department of agriculture production. Then he was a chief state inspector of procurement and quality of agricultural products Criuleni district.
In 1972 he was elected as a secretary of Dubossary District Party Committee, and in 1973 -Chairman Slobodzeya district council farms. Since 1976 he was the first secretary of Kazakhstan Kotovsky KP, since 1978 - the chairman of the district council Vulcanesti farms. In 1980 he was elected as the first secretary of the Party of Kazakhstan Taraclia. In November 1986, he was elected as secretary of the Moldovan Council of Trade Unions - the chairman of the Republican Committee of Trade Unions of agriculture.
Since the beginning of the construction of nationalism in Moldova state policy on the side of the people of Pridnestrovie, consistently occupying the post of Deputy Chairman of the Provisional Supreme Council, Head of the national department of agriculture, the first deputy head of the State Administration, Head of the Department of Agriculture Slobodzeya district. He took an active part in social and political activities of the MSSR and PMR. Member of the Central Committee of the Party of Moldavia (1976-1991), Deputy of the Supreme Council of MSSR of four convocations, was elected as deputy of a number of district Soviets, a delegate of the 27th Party Congress and the 18th Congress of Trade Unions.
In December 1995 he was elected as a deputy of the House of Representatives of the Supreme Council, and at the 1st session of the supreme legislative authority of the second convocation was elected as Chairman of the House of Representatives, Deputy Chairman of the Supreme Council.
