The Supreme Council proceeded to the second reading of the law-in-draft “On the republican budget for 2019”. About a hundred amendments were submitted to the deputies. As the head of the parliamentary committee on economic policy, budget and finance, Alexander Korshunov, noted, some of the amendments considered today will affect the basic parameters of the budget.
The head of the profile committee explained: in the second reading of the law-in-draft on the republican budget, its text part is considered, which regulates not only financial, intergovernmental legal relations, but also estimates of revenues and expenditures of state enterprises, certain areas and departments. One of the amendments that parliamentarians discussed during the plenary session was to finance the supervisory authority. According to the Prosecutor of the PMR Anatoly Guretsky, the prosecutor's office was funded on the leftover principle, this needs to be changed.
The Prosecutor’s proposal was supported on behalf of the President by his special representative to the Supreme Council, Anastasia Kipyatkova, as well as parliamentarians.
Among the amendments that were adopted by the deputies in the framework of the budget review in the second reading, the increase in expenditures for the capital investment fund and the fund for the execution of voter orders.
As a result, by 205 million rubles funded to implement the capital investment program, another 3.5 million rubles were added, the fund of the orders of voters would amount to 8.6 million rubles. Taking into account the adopted amendments, consideration of the law-in-draft “On the republican budget 2019” in the second reading will be continued next week.
