Paying salaries and vacation pay is a priority

Deputies of the Grygoriopol City Council issued a legislative initiative that provides for the possibility of using unclaimed local budget funds for the timely financing of salaries and vacation benefits for employees of the public sector. The proposal to amend the law "On the Republican Budget for 2018" was considered by parliamentarians during the plenary session.

Cash breaks in the budget, as the head of the local council emphasized, arise mainly in July and August, when it is necessary to pay vacation benefits. At the same time, the target budget for targeted financing of peasant farms is planned in the local budget. According to Andrei Kovtun, the issuance of loans to the peasant farms takes place in the autumn period, and until then the money is dead weight.

Among the parliamentarians opinions were divided. In particular, the deputies drew attention to the issue of responsibility for the subsequent restoration of borrowed budget resources.

According to the Ministry of Finance, at present, provisions are being made for the payment of vacation pay to state employees, after which local budgets will receive appropriate transfers. At the same time, parliamentarians noted that the main priority of the budget is timely provision of socially protected budget expenditures. If local authorities take the initiative in this process, it must be supported.

Vice Speaker of the Parliament Galina Antyufeeva spoke in support of the law-in-draft. She noted that the issue relates to temporary borrowing of funds, and payment of salaries and vacation workers to the public sector remains an urgent task.
