The Spring of Lawmaking

The next meeting of the presidium of the parliament began with congratulations of the Speaker Vadim Krasnoselsky with the spring holiday "Martsisor". The first day of spring on behalf of the Speaker, each deputy, members of the staff of the Supreme Council were presented a small red-and-white small "Martsisor" - symbols of spring renewal. Then, members of the Presidium of the Supreme Council started to discuss the issues on the agenda of the first plenary meeting of spring 2016.

The legislative initiative of the deputy Alexander Korshunov, aimed at improving the legal provisions of the law "On the basis of the tax system in PMR", fits into the framework of the deputies’ course to reduce the number of administrative barriers for business development. We are talking about changing the system of levying fee for the right to trade. This is a one-off local fee levied in obtaining trade permits. The legislator supposes that this additional burdensome walking on the offices of officials. Alexander Korshunov offers to pay for it when registering with tax authorities. The executive bodies of local authorities, concerned about reduction in revenues, confirm the need (including financially) the right to trade at the opening of each outlet. Lawmakers also convinced the other - the right to engage in commercial activities provided the entrepreneur once and for all, regardless of a number of opened shopping facilities. The responsible committee of the Parliament on the development of business and industry decided to support the law-in-draft and bring it to colleagues in the discussion by all the deputies.

Speaker of the Parliament was the author of the law-in-draft on the Customs Code of the addition rate, which reveals the essence of the "clearance of goods on a priority basis" concept. First of all, it refers to perishable products, and goods sent into the country to natural disasters, accidents and catastrophes. Representatives of the customs authorities in practice go not always clearly classify the goods, so you need clarification, specification of the rule of law.

Proposed for consideration by the plenary meeting of the party's initiative to change the rules of the law "On Land" from the land tax is expected to release religious organizations Old Believer Church.

The work on preparation of the indicative calendar Supreme Council of the preparation of the plan for 2016 legislation is at the final stage. At this point, according to the chairman of the Commission of the Supreme Council on the mandates, regulations and deputy ethics Gregory Dyachenko, 206 proposals were received.

The next plenary session of parliament is scheduled for March 9th. Tomorrow deputies will consider the project of the republican budget for the current year for the first reading.
