True management decisions

Chairman of the Supreme Council Alexander Korshunov summed up the main results of the work of the deputies at the end of the spring session.

Among the main laws adopted by deputies is the law “On the republican budget for 2019”. I want to note its balance. Operational information of the government on the execution of the republican budget and the budgets of state extra-budgetary funds for the first half of this year, which was presented by the First Deputy Prime Minister Tatyana Kirova, shows a positive trend in the collection of taxes, deductions and other sources of income of the republican budget. This confirms the fact that business activity in the country is growing. Accordingly, tax deductions increase.

A large number of legislations was considered and adopted by legislators during the spring session. These are legislations of economic and social orientation, regulating questions of youth policy, and also strategic documents - state target programs.

Legislators in the final reading adopted amendments to the Constitution, the Regulations of the Supreme Council and the Election Code of the PMR, presented as a legislative initiative by a large group of deputies. We are talking about reducing the number of deputies, as well as improving the scheme of forming constituencies. We believe that in the current situation, this will optimize the work of the representative body of government and, in particular, save certain financial resources of the consolidated budget.

Programs for the future

State targeted programs were also approved. This is the program for the execution of voter orders for 2019, the program “Preservation of immovable cultural heritage sites of the Pridnestrovian MoldavianRepublic, requiring urgent repairs” for 2019-2021. Today we also approved the program for the purchase of medical equipment and ambulances for this year. The list includes equipment for medical institutions of the republic, 10 modern ambulances, diagnostic equipment for public clinics and hospitals. We hope that the implementation of the program will allow our medicine in a number of areas to reach a fairly high level of development.

The Supreme Council pays great attention to the development of the business community. To this end, a large number of amendments have been made to a number of existing laws that respond to the current internal and external situation in the global economy. This allowed a number of enterprises to maintain their production, jobs. Therefore, we positively assess the decisions that were made in the first half of this year.

The answer to skeptics

It should be noted that some specialists were skeptical about the decisions that we developed and made in late 2017, early 2018. But the practice, as well as the report submitted by the Government for the past year, operational information on the execution of the republican budget and the budgets of state extra-budgetary funds for the first half of this year clearly showed that management decisions were correct and today give a positive result. In general, we are satisfied with the results achieved.

Investment Legislation: First Results

A year ago, the Supreme Council passed a new investment law. We have great hopes. Today the law works. The President of the Republic, the Government, the Supreme Council, representatives of many structures of the executive authorities, including investment agencies, are working to promote information about our legislation, but there are still not enough countries and investors outside of Pridnestrovie. I think that this work in the second half of 2019 should be strengthened by the government. The first investment contracts have been concluded. There are also first results: new productions are opened, new workplaces are created in Bendery and Tiraspol.

New trend

It should also be noted that the law “On the development of information blockchain technologies in the PMR” has been launched. This allows directing great sums to the budget.

The development of IT-technologies is one of the key areas of technological processes that determine and will determine the future of the whole world. Currently, the struggle for leadership in this area has become a field of global competition. It is not by chance that many countries of the world have already adopted their action plans for the development of such technologies. This direction is becoming one of the priorities for Pridnestrovie. The republic has a chance to take its place in the world of future technologies, but for this it is necessary to exert maximum efforts.
