29.11.2024

The first meeting of the Supreme Council of the PMSSR of the first convocation was held on November 29, 1990. The Pridnestrovian Parliament has been counting its activities from this date.

The highest representative and only legislative body of power of Pridnestrovie has done a lot of work to create a legislative array over 34 years. The legislative framework of the young state was created virtually from scratch. The laws of the USSR and the MSSR were taken as a basis, and rapidly changing economic, geopolitical, and regional conditions were taken into account.

Pridnestrovian deputies had to pass laws under conditions of constant political and economic pressure even under conditions of large-scale military actions in 1992.

The Supreme Council adopted thousands of laws and regulations that formed the basis of our statehood over 34 years. One of the most important documents that the first Pridnestrovian deputies worked on was the Basic Law. To develop the first Constitution, a Constitutional Commission headed by Igor Smirnov was created at the first session on November 29, 1990. The draft of the first Constitution was approved by the IV Congress of People's Deputies of all levels less than a year later, on September 2, 1991. The 1991 Constitution was a modified version of the Constitutions of the USSR and the MSSR. Constitutional Commission was created by a resolution of the Supreme Council to develop draft amendments and additions to the first Pridnestrovian Constitution of 1991a year later, in November 1992. However, the ability to constantly amend the Basic Law was exhausted over time. There was a need to create a new Constitution. Its development was again entrusted to the Constitutional Commission in parliament. The Supreme Council of the PMR specified its composition and functions in its Resolution in August 1995. The Supreme Council adopted the final draft of the new Constitution on December 14, 1995. Constitutional referendum was held on December 24.

A year after the referendum on the independence of the PMR and the course for rapprochement with the Russian Federation, the Concept of Harmonization of Our Legislation with the Russian Federation was approved in Pridnestrovie in 2007. The Supreme Council of the PMR has been carrying out step-by-step work to harmonize the Pridnestrovian legislation with the legislation of the Russian Federation (taking into account the regional component) since then.

Currently, the Supreme Council of the PMR consists of deputies of the 7th convocation. The structure of the parliament consists of 6 committees and 3 commissions. The next parliamentary elections are scheduled for November 30, 2025. The Supreme Council of the Pridnestrovian Moldavian Republic will celebrate the 35th anniversary of its formation on November 29, 2025.
