The adoption of the relevant Resolution of the Supreme Council of the PMR is caused by the ongoing energy and humanitarian crisis caused by the cessation of Russian gas supplies to the republic. We publish the full text of the statement:
The Supreme Council of the Pridnestrovian Moldavian Republic declares an emergency situation that has arisen in Pridnestrovie after the Russian natural gas supplies in transit through the territory of Ukraine cessation.
Since January 1, 2025, the supply of heat and hot water to the population and organizations in the republic has been completely cut off: hundreds of schools and kindergartens, more than one and a half thousand apartment buildings have been disconnected. The remaining natural gas accumulated by Pridnestrovie is used exclusively for heating healthcare and social protection facilities, as well as cooking in apartment buildings.
Pridnestrovie is experiencing an electricity deficit with no way to cover it. Household consumption in the winter period and the absence of heating has increased several times, exceeding the maximum generation. This imbalance has led to the need for long rolling blackouts.
Due to fires and carbon monoxide poisoning when using alternative heating methods, people are dying, the incidence rate is growing, including due to hypothermia, the number of patients placed in hospitals is increasing, including children.
Almost all enterprises in the Pridnestrovian Moldavian Republic have stopped working, which has entailed the loss of tens of thousands of jobs. The collapse of the republic's economy will result in a sharp worsening of the budget deficit and the impossibility of fulfilling social obligations.
Taking into consideration the current level of consumption in Pridnestrovie, the remaining gas will last until the end of January, and coal for generating electricity for about 40 days.
The current situation has a tendency to critically worsen and develop into economic and humanitarian catastrophe. The heating and energy networks of Pridnestrovie are experiencing enormous loads, which has led to numerous accidents, the consequences of which have been felt by over a hundred thousand subscribers. The continuation of the crisis will lead to the destruction of the gas and utility infrastructure of Pridnestrovie with the impossibility of its restoration and the loss of entire spheres of the national economy and life support of the state. The Supreme Council of the Pridnestrovian Moldavian Republic expresses its strong support for the actions of the President of the Pridnestrovian Moldavian Republic, the Operational Headquarters, the Security Council, authorized state and local authorities in crisis management, minimization of the negative consequences of the energy deficit and dialogue with all involved states in the context of the unfolding energy and humanitarian crisis in the Pridnestrovian Moldavian Republic. The Supreme Council of the Pridnestrovian Moldavian Republic calls on the international community, including direct participants in the gas supply mechanism, to make practical efforts to quickly resume gas supplies to Pridnestrovie in order to avoid a large-scale humanitarian catastrophe.
