The Supreme Council approved the Ombudsman's report for 2023

The Commissioner for Human Rights in the PMR Vyacheslav Kosinsky presented a report to the deputies of the Supreme Council on the results of work over the past year. Speaking in the meeting hall, the Ombudsman said that he was grateful to the President, the Government and the Supreme Council for the assistance provided in the field of human rights protection.

The Ombudsman spoke about the complaints received from citizens last year. the Ombudsman reviewed in total 618 complaints, a figure that is approximately 17% higher than the previous year. All requests were checked, as noted in the Commissioner’s report, legislation was studied and relevant requests were sent to various authorities. The applicants received the necessary clarifications and legal advice, including by telephone.

The appeals concerned non-payment of wages, protection of land rights, ensuring rights to judicial protection, and other issues, including pensions. According to the Ombudsman, timely financial support for pensioners suffers due to the shortcomings and inattention of employees of the centers for social insurance and social protection of cities and regions of the republic.

Vyacheslav Kosinsky reflected in his report the in amendments legislation in the field of pensions. The law provides for the possibility of receiving compensation for damage caused to health due to radiation exposure as a result of the disaster at the Chernobyl nuclear power plant in the event of an old-age or long-service pension. The right to receive this payment previously was only when receiving a disability pension.

In addition, the period for paying pensions by proxy has been increased: before the changes were made, the right was given for 3 months, now for 1 year. The requirement to undergo a medical examination for old-age pensioners with whom a fixed-term employment contract is concluded has been eliminated.

Vyacheslav Kosinsky outlined in his prepared report the problem regarding the lack of a state institution for the separate stay of disabled children over 18 years of age. Options for resolving the current situation are being considered on behalf of Vadim Krasnoselsky. The Commissioner paid special attention to the issue of providing housing for orphans and children left without parental care.

Deputies approved during the voting the report of the Commissioner for Human Rights in the PMR for 2023, adopting a corresponding resolution of the Supreme Council.
