The Supreme Council expanded the powers of the Ombudsman

06.04.2022

The Commissioner for Human Rights in the Pridnestrovian Moldavian Republic will be able to send his comments and proposals to state authorities, local self-government and civil servants, as well as apply to the court if an order or instruction contradicts in his opinion the current legislation and violates the rights and freedoms of citizens for example. The deputies of the Legislation Committee proposed to give more powers to the Ombudsman. The opinion of colleagues was supported by the deputies at the plenary session. Amendments to 8 laws were adopted in the first reading: the Constitutional Law “On the Commissioner for Human Rights in the Pridnestrovian Moldavian Republic”, the Arbitration Procedure Code, the Civil Procedure Code, the Code of Administrative Offenses, the Criminal Executive and Criminal Procedure Codes, the laws “On Institutions and Bodies executing criminal sentences in the form of deprivation of liberty”, “On the State Duty”.

It is proposed to increase the term of the Ombudsman's activity from 5 to 7 years, so that there is enough time to carry out all areas of work. The amendments simplify the procedure for electing the Commissioner.

The authors of the legislations consider that the need to expand the powers of the Ombudsman is long overdue. As the Parliament Vice-speaker and Head of the Committee Galina Antyufeeva noted earlier in the course of the meeting of the Committee on Legislation, many people turn to deputies and the Commissioner for Human Rights to protect their rights.

The Vice-speaker informed the deputies during the discussion of the proposed changes at the plenary session that the relevant committee had received 7 opinions on the legislations. They are positive. The available comments from the subjects of the right of legislative initiative will be taken into account when preparing legislations for consideration in the second reading, Galina Antyufeeva added.
