Some measures of state support for citizens and entrepreneurs that were in force at the legislative level during the period of emergency and quarantine in 2020 and 2021 have been extended to 2022. The corresponding law-in-draft that comes into force on January 1, 2022, was adopted today in two readings by the Supreme Council of the Pridnestrovian Moldavian Republic.
As Chairman of the Committee on Economic Policy, Budget and Finance of the Supreme Council of the Pridnestrovian Moldavian Republic Viktor Guzun explained, this decision was made due to the fact that the epidemiological situation is undulating, and quarantine restrictions in the republic have been extended until the end of June.
For example, privileged categories of schoolchildren and preschoolers will be able to receive compensation for meals during the period of distance learning – food packages or money. Entrepreneurs who rent premises that are in municipal or state ownership will be exempted from rent for the duration of the ban on the implementation of activities or the presence of a direct ban on the operation of the leased object.
State support measures apply to transport companies that are engaged in the transport of passengers. By analogy with 2020 and 2021, they are given the right to pay tax on vehicle owners for 2022 – until December 31 of the current year. A technical inspection can be passed without presenting a receipt for the payment of this tax. This and other measures developed by all branches of Government with the participation of the President, which have been in force since 2020, will now work from January 2022.
The deputies adopted a number of legislative decisions today. In particular, we considered amendments and additions to the laws on state duty, on operational-search activities, on personal income tax, etc. One of the initiatives adopted in the first reading concerns the activities of notaries. The deputies of the Committee on Legislation developed it on the basis of a citizen's request. The law-in-draft proposes to clarify: a notary is not entitled to engage in entrepreneurial and other paid activities, with the exception of activities related to the performance of state and public duties, as well as teaching, scientific or other creative activities.
The Supreme Council made changes today to the draft Resolution "On approval of the state program for the execution of voters' orders for 2022". The parliamentarians submitted lists of planned work on the orders of voters for constituencies No. 17, 20, 22, 24 and 31.
