Two Pensions to Widows of Servicemen

Retirement pension of most widows of military pensioners barely reaches 7-8 thousand rubles. They usually did not have a permanent job, as the whole life was associated with a moving to a new duty station of jusbands and living in far garrisons.

Such injustice, according to lawmakers, should be eliminated. Deputies proposed to be extended current laws, allowing receiving two pensions at the same time to the widows of military retirees. It is planned to addend the relevant paragraph of the Federal Law "On pension security of those performing military service, service in the internal affairs, the state fire service, monitor traffic in narcotic drugs and psychotropic substances agencies, the institutions and bodies of the correctional system, and their families". If the law-in-draft is adopted, the widow or widower in addition to the existing pension will receive 30% of the money allowances of the deceased spouse. This very sum is paid in case of loss of breadwinner.

The financial justification of the law-in-draft states that an additional appropriation, which is planned to be provided for this purpose in the federal budget for 2016 will not exceed 8.5 billion rubles. The authors of the law-in-craft supposes that the Russian budget, taking into account the small volume of appropriations compared with total pension payments to retirees must endure. It was proposed take the additional funds from the National Welfare Fund in case of insufficient funds in the treasury.

Reference. 12.54 trillion rubles makes budget revenues of the Russian Federation in 2015, expenses - 15.22 trillion. The budget deficit reaches 2.68 trillion rubles, or 3.8% of GDP. The expenditure of the reserve fund is expected to reach 3.074 trillion rubles, at year-end 2015 it decreases till 2.622 trillion. The volume of the National Welfare Fund to the end of 2015 taking into account replenishment, on the contrary, increases and reaches 4.618 trillion rubles. Currently, its size is 4.388 trillion rubles.
