The President vetoed adopted by parliamentarians March 23 this year, the law "On international contracts PMR". Initially relevant law-in-draft was earlier submitted for consideration to the Supreme Council by the President. The author proposed to consolidate the powers of the government and other public authorities in the sphere of formation of the international legal framework taking into account the constitutional reform of 2011 in part of the redistribution of powers authorities.
Parliamentary amendment was adopted in the second reading, according to which the Supreme Council will be saved to make decisions on the recognition of the international treaty framework of the law. The Chairman of the Supreme Council Vadim Krasnoselsky during the discussion focused on the law in force, according to which the Parliament has the right to ratify international signed agreements that is to attach legally binding documents.
Deputies spoke about the inadmissibility of limitation of control functions of the Parliament and the importance of government action within the law. In addition, the legislator Andrei Safonov refuted the widespread notion about changing the form of Government.
Considering the grounds for rejection of the law "On international contracts" by the President unfounded, the relevant committee on legislation proposed to the deputies overcome the presidential veto, leave adopted by the Supreme Council edition. This decision was supported by 39 parliamentarians.
