Vadim Krasnoselsky, "If the mass media are called the state, it have to perform state functions"

Information of Chairman of the Supreme Council Vadim Krasnoselsky regarding Pridnestrovian State TV Radio Company (PGTRK) position in terms of coverage of the parliament opened the plenary session. The speaker noted that this thorny issue has appeared not today, but "the last straw that vessel parliamentary patience" were the volume and form of presentation of information on the progress and results of the official visit of the delegation of the Supreme Council in Moscow, which was told to the audience by the state television.

Parliament speaker recalled the chronology of the appearance and disappearance of the Supreme Council from the list of founders of public media. So, by the Presidential Decree dated 29 September 2008, state media - SI "TV PMR" and SE "Radio PMR" together they have been established by the President and the legislature. August 31, 2012 there was a presidential decree on the establishment of the Pridnestrovian state TV and repealed Decree 2008 on a joint foundation.

Vadim Krasnoselsky recalled the content of the norms of the current law "On mass media", according to which "the founders of the state media, including television, radio, television companies, radio broadcasting, news agencies and periodicals are the state authorities" (v. 8 , p. 2 of the Law of PMR "On Mass media"). The central tenet is declared in it - "prohibiting the monopolization of the media, as well as subjecting them to any state authority and administration" (Article 18, paragraph 5 of the Law of PMR "On Mass Media"). According to the Presidential Decree dated 31 August 2012 the sole founder of the state media is the President.

February 3, 2016 the Decree of the Supreme Council was adopted, according to which the President was asked to "up to 15 February 2016 to express its consent to the consolidation of Parliament of Pridnestrovie status as a co-founder of the public media": “The first Pridnestrovian television”    and radio "Radio 1", Radio "Radio Pridnestrovie", the news agency " News of Pridnestrovie", the news agency "PMR News", newspaper "The Pridnestrovie", newspaper "The Adevarul Nistryan", newspaper "Gomin".

Vadim Krasnoselsky raised and the topic of aired current information analytical program "The Deputy Hour" on the TV channel "The First Pridnestrovian". Chairman of the Supreme Council recalled the chronology of the release program. According to the adopted December 1, 1996 decision of the Supreme Council of the time release "The Deputy Hour" was identified Thursday 21:00 with obligatory repeated the next day. In 2012, there were unexpected metamorphosis, and the program began to appear on Tuesday, at 21:15, then on the same day of the week, but at 17:10, was also canceled and repeated. Since the beginning of 2014 to September 2015 time of broadcasting "The Deputy Hour" was Sunday, 15:00, 13:00 and then repeat at 4 am Tuesday.

The head of the legislative body was made yet another attempt to return to the legitimate rights of the Supreme Council - the corresponding treatment of the Government was sent. In an official response, it was pointed out that the "time in the air was determined from the Russian experience. Our specialists are harmonized with the Russian Federation".

With a purpose to the final clarification of the legality of operation of public media in accordance with "On mass media" legal provisions of the basic law Speaker Vadim Krasnoselsky instructed the profile committee, chaired by Igor Buga and Vice-Speaker Alexander Shcherba to study the Russian experience, take advantage of all the control functions of the parliament and prepare questions in all instances.
