Deputies discussed the issue of parliamentary immunity established by the Constitution in the course of the plenary session. Legislative rules governing its conduct have been violated in the course of the meeting. In accordance with them meetings, marches, pickets is prohibited closer than 30 meters from the buildings of state authorities (in this case the Central Election Commission and the Constitutional Court). The essence of asked by representatives of the deputy corps questions was to ensure that the legislation governing the conduct of meetings (meetings, marches, pickets), appear to have been violated by those who prepared and gave permission. If so, then the issuing government official should be held accountable to the fullest extent of the law.

Consideration, which was listed on the agenda as the approval of the involvement of the Supreme Soviet deputies 5 and 6 convocations to administrative responsibility, and led to a more global discussion topic - the integrity of the institute.
