Vadim Doni, "The system of public procurement requires restart"

Deputies of the Supreme Council Viktor Guzun, Vadim Kravchuk, Vadim Doni, Grigory Dyachenko, Sergei Cheban, Mikhail Burla presented for consideration of their colleagues a package of four legislations regulating public procurement. According to the authors, the legislation that has been in effect since the 1990s has become needs renovation. Legislators proposed a systematic and holistic approach to reforming the regulatory, procedural and structural system of public procurement.

It is proposed to consolidate the conceptual apparatus, to establish the main ways to determine contractors by conducting tenders, auctions, to regulate the sphere of planning. It is proposed to monitor for each stage of public procurement. In addition, the law-in-draft provides for the creation of a single information database on government orders, as well as the responsibilities of the parties. The proposals of the legislators are based on the experience of the Russian Federation in this sphere.

The representatives of the government asked the authors questions. According to the developers, they are ready to consider all the amendments and continue discussion of the law-in-draft in the second reading.

The Speaker of the Parliament noted that the document should be adopted so that the budget 2019 could be prepared taking into account the adopted law. A package of four legislative initiatives is supported by parliamentarians in the first reading.
