Members of the presidium of the parliament lay the foundations for legislative work in February - during the traditional for the beginning of the working week meeting, a number of legislations were passed to their court, the adoption of which is planned for the near future.
In accordance with the law “On local public hearings in the administrative and territorial units of the Pridnestrovian Moldavian Republic”, they must be conducted without fail when approving the local budget for the next financial year, as well as the annual report on its implementation. Moreover, the regional budgets themselves must be approved by local councils of people's deputies within three weeks after the adoption of the republican budget for the next fiscal year. In order to speed up this process, the Rybnitsa City and District Council of People's Deputies launched a legislative initiative, which is aimed at a more expeditious consideration and adoption of the main financial document of the year at the local level. The text of the law-in-draft proposes to replace the word “next” by “nearest”. It is about holding meetings of local authorities.
In the late 1990s, early 2000s, in the framework of housing and communal reform in the republic, a course was set up to create homeowners ’associations. Declared goal - the tenants themselves manage the property of the house. It was logical, since the level of privatization of apartments already at that time exceeded 90%. However, this form of self-organization did not receive widespread distribution, tenants of apartment buildings still prefer local building-utilities administrator offices, known as ZhEK, which act as management companies.
But since there is housing cooperatives, legal framework is governing their functioning. Due to the considerable level of migration in the republic, it has become more difficult to hold meetings of housing cooperative members, to reach a quorum at which their decisions would be legitimate.
The norms proposed for adoption by the deputy corps in the second reading allow determining the quorum of the general meeting of premises owners in an apartment building. The general meeting of members of the HOA is eligible if more than 50% of the members of the partnership participate in it. A number of votes held by each member of the partnership at a general meeting is equal to the number of apartments that are in his possession as personal property in an apartment building.
The law-in-draft “On Amendments to Some Legislative Acts of the Pridnestrovian Moldavian Republic” put on the agenda of tomorrow’s plenary meeting clearly states that a legal entity that has entered into a hunting agreement for the right to maintain and plant hunting resources must enter into a lease agreement for land and (or) forest areas located within the boundaries of the provided hunting grounds. It also provides rules that determine the possibility of rejection of a part of the territory of a fixed hunting ground, including with the possibility of providing another one.
By order of the President, a working group is created to revise the list of socially significant goods (works, services), the prices of which are regulated by the state in the domestic market. In the course of today's meeting of the parliament’s presidium, its members voted to include deputy head of the Supreme Council Oleg Vasilaty and head of the parliamentary committee on economic policy, budget and finance Svetlana Privalova.
The agenda for tomorrow’s plenary meeting also includes the issue of electing the Chairman of the Supreme Council.
The nearest plenary meeting is scheduled for February 27.
