It will be possible to register a land plot with a residential building and a garage without mandatory reference to the geodetic network until the end of 2026. A drawing of the boundaries of the land plots will be sufficient. Amendments to the law "On some additional state measures aimed at minimizing the negative impact of external economic factors" came into effect at the end of November.

The amendments to the law were developed by deputies of the Supreme Council of the PMR Anton Onufrienko, Sergey Cheban and Oleg Vasilaty based on numerous requests from citizens. Pridnestrovians from different regions of the republic have been knocking for several years the doors of deputy reception offices asking to finally solve the pressing problem. The main reason for the population's discontent was the high cost of conducting geodetic works. The price tag for geodesy varied on average from 3 to 7 thousand rubles in different regions of the republic. There were complaints from citizens who wanted to inherit. They could not do this, because first of all, the land plot on which the inherited property is located had to be registered according to all the rules. These rules included mandatory reference to the geodetic network among other things. The final cost of geodetic works in most cases exceeded the monthly salary of the average Pridnestrovian. Therefore, paying for geodesy was unaffordable for many.

The deputies proposed to establish a moratorium on geodesy for a period of two years in order to get things moving. It will be enough to provide a drawing now in the absence of disputes with adjacent land users, to register a land plot with a residential building or garage.

Co-author of the amendments to the law Anton Onufrienko recalled that such a system for registering plots for Pridnestrovie is not new. It worked in the Dubossary and Slobodzeya districts for several years on the basis of the Decree of the Government of the PMR "On Simplifying the Procedure for Registration of Land Plots" and managed to prove its effectiveness. Such land registration rules were canceled and mandatory geodesy was introduced then, which led to mass appeals from citizens.

The simplified system will again operate as a temporary measure, but on the basis of amendments to the law "On certain additional state measures aimed at minimizing the negative impact of external economic factors" initiated by deputies. The new land registration rules apply in all populated areas of the republic with the exception of the cities of Tiraspol and Bendery.

However, pausing geodesy is only a temporary measure. It will not solve the problem. The authorities of the republic are faced today with the task of modernizing the mechanism of geodetic reference. Anton Onufrienko noted that it is important not only to reduce the cost of geodetic work, but to reduce the time it takes to complete it. More than six months often pass from the moment the application is submitted until the documents are received after all. The simplified system for registration of land plots with a residential building or garage will be in effect until the end of 2026. Deputies expect that the relevant ministries and services will have developed an effective mechanism for conducting geodetic work that will be available to all residents of Pridnestrovie by this time.
