The purpose of the law "On the Central Bank" proposed by the President is to bring legislation governing the activities of the central bank, into accordance with the realities of the present time. The current law is in force since 2007. Introducing the new law-in-draft, Deputy Chairman of the Pridnestrovian Republican Bank Alexander Lyanka noted that the proposed rules are intended for the central bank to respond quickly to the evolving situation in the economy of the state. The author considers it necessary to legislate functions, tasks and powers of the central bank. The draft law is based on Russian law allowing for the Dniester Moldavian Republic. According to Alexander Lyanka additional funding from the national budget is not required for its implementation.
In the course of the discussion, the head of the parliamentary committee on economy Oleg Vasilaty noted that a similar Russian law is one of the most criticized and proposed to reject presented law-in-draft in the first reading. He drew attention of the deputies to proposed therein rules relating to changes in the procedures for appointing management of the central bank, the order of approval of the estimate of PRB income, and the principle of interaction OF the Supreme Council with IT.
However, many Parliamentarians supported the legislative initiative, taking into account the effective operation of the central bank.
Taking into account the comments and suggestions the law-in-draft "On the Central Bank" was adopted in the first reading, gaining 29 votes.
