In accordance with paragraph 3 of Art. 67 of the Constitution, "the President of PMR gathers the Supreme Council for its first session no not later than the thirtieth day after the official publication of the election results in the election of at least two thirds of the established number of deputies of the Supreme Council. President of PMR open the first meeting of the Supreme Council, and requests to conduct the oldest deputy before the election of the Chairman of the Supreme Council in the established order".
Two-thirds of the deputies, counting 43 parliamentarians, is 29 people.
According to the norms of the Election Code (Sec. 4, p. 94), the official publication of comprehensive data on the results of the election shall be made within 15 days of the vote.
The Rules of the Supreme Council (Art. 10) prescribes the procedure for the first plenary session of the newly elected legislative body. The Supreme Council after its opening by the President of PMR shall hear the report of the Chairman of the Central Electoral Commission about the election results. To check the powers of the elected deputies the temporary commission shall be elected from among the elected deputies on the mandates entrusted to the members of which consider materials on the recognition of powers of deputies of the Supreme Council.
As a result of the report of the Supreme Council of the Commission by a simple majority on the recognition of the powers of the elected deputies was decided. Prior to that, the Supreme Council was not entitled to take any other decision.
The opening of the first plenary session of the Supreme Council opened the first session of the Supreme Council of the next convocation.
