The Supreme Council adopted the law-in-draft on amendments to the law "On the Republican Budget for 2024" in the first reading in the course of the plenary session on the 27th of November. The Government proposed to redistribute financial resources based on the results of 9 months, reduce the budget deficit and change the parameters of interbudgetary relations.
Finance Minister Alena Ruskevich reported that all public and administrative authorities reduced expenses on various items based on the results of economic activity. There are redistributions and reductions in expenses in certain target areas. Thus, it was proposed to reduce the expenses of the Entrepreneurship Development Fund by 2.79 million rubles due to the lack of demand for the "My Business" program for start-up entrepreneurs. In addition, expenses for the Youth Support Fund, the Fund for Support of Territories of Cities and Districts were reduced.
The draft law provides for the redirection of funds in the PMR Road Fund to eliminate emergency situations on the road in Grigoriopol district, to repair the road surface of the customs checkpoint "Rybnitsa Bridge", to build a third lane at the customs checkpoint "Bendery (Chisinau)" and other road works, including in Bendery, Slobodzeya and Dubossary. The Government proposes to take money from the Road Fund to finance in 2024 the work under the state target program "Replacement of lamps with mercury-containing street lighting lamps on public roads of the PMR, owned by the state and municipalities, with LED lamps" for 2024-2028. Deputy Chairman of the Committee on Economic Policy, Budget and Finance Vadim Kravchuk noted that at the Committee meeting, deputies asked Finance Minister Alena Ruskevich many clarifying questions about the law-in-draft. The answers were received, so the Committee proposed that the Supreme Council adopt this legislative initiative in the first reading today.
