A group of deputies of the Supreme Council proposed the draft law “On the Procedure for Serving Administrative Arrest”. Previously, legal relations in this area were regulated by the provision of the Ministry of Internal Affairs 2002. In the opinion of parliamentarians, the norms stated in the document are outdated. The draft law proposed by the deputies is based on the generally recognized principles and norms of international law in protection of human and civil rights and freedoms. The emphasis is on improving the conditions of serving administrative arrests.
The deputies supported this law-in-draft in the second, final reading. The new law provides for the supervision of the administration of the administrative serving places. Along with this, the executive authorities will have to draw up regulations for determining the standards of nutrition for persons under administrative arrest, as well as for conducting their medical examination. The document was sent for signature to the President.
The first reading supported amendments to the Criminal Code, which were also proposed by a group of parliamentarians. The developers proposed to specify the concept of “intoxicated person” used in Article 260 of the Criminal Code of the PMR.
Similar law was adopted in the State Duma.
Parliamentarians considered a draft law on amending the Code of Administrative Offenses. The initiative was developed by deputies in connection with the previously adopted updated version of the law "On Information, Information Technologies and Protection of Information". The document provides for restricting access to information that is distributed in violation of the law and contains signs of extremist activity. The deputies proposed to establish responsibility for the failure of the telecommunications operator providing services to provide access to the global Internet, the duty to restrict access to such information. In the framework of the plenary meeting, the document was adopted in two readings, it was sent for signature to the President.
